Presentation Wye Centre Opening Event 22nd October 2017

A celebration of the work and completion of Stage One of the Wye Centre project and an outline of Stage Two. This is planned to start in summer 2018, subject to funding. Stage Two includes:

New front entrance

Better/safer access and car parking arrangements

Small meeting room

Rearranged toilet facilities, providing child/family friendly room

Green room (for the new stage)

New Flooring

New improved acoustics (this can only be put in place once all other building work is complete)

The addition of audio visual equipment

A discussion of funding options and the possibility of a loan.

To support the fundraising the Parish Council plans to raise a loan for £100,000 which will be paid back through the precept, but first residents will have to approve of this approach.

The speaker Dr Lee Prosser is author of the report 'The Jacobean Staircase at Wye College'

Lee Prosser is Curator - Historic Buildings at Historic Royal Palaces, the charitable Trust which cares for the Tower of London, Hampton Court Palace, the State Apartments at Kensington Palace, Kew Palace, the Banqueting House at Whitehall and Hillsborough Castle, Belfast. He is a Fellow of the Society of Antiquaries and a committee member of the Vernacular Architecture Group. He has been studying historic staircases for many years now.

WYE3 Masterplan: its impact on our future

Crunch time approaches for WYE3 and for all of us who live in and around Wye, and who care about the village and its future. Ashford Borough Council will soon open a four-week public consultation on the WYE3 Masterplan. This will be your chance to influence Wye's future.

In 2016 Ashford Borough Council adopted the Wye Neighbourhood Plan after 94.7% of us voted in favour. The policies aim to manage the number of houses and the extra traffic in Wye, and to protect the village, the AONB countryside and wildlife from inappropriate development.

Telereal Trillium (TT) owns the 44 acre WYE3 site and has now written the WYE3 Masterplan, but this challenges the scale and type of development that we agreed in the Wye Neighbourhood Plan. TT has also revised its planning application 17/567/AS for the Wye College listed buildings.

To inform public debate the Parish Council will set out its position for Wye residents as soon as possible. Please look out for this information in the public library, noticeboards and for economy and speed, the parish e-newsletter...

A new way to fund improvements to Wye Village Hall improvements

Despite prodigious local fundraising efforts, and the generosity and support of so many residents, Stage 1 has exhausted most grant making bodies. Fundraising the whole £280,000 that is needed to complete Stage 2 presents the Wye Village Hall charity with an even tougher challenge.

Therefore, to soften the effect on residents the Parish Council has agreed, in principle, to take advantage of low fixed interest rates, and borrow a sum to allow the Village Hall to finish the project this year.

This new approach will not, repeat not, increase Wye's precept in 2018-2019, nor in future years. Instead, Wye PC can use the money that it already puts aside to support the Village Halls each year, (as it has done every year for at least 20 years), and use it to repay a loan. Fortunately, the Parish Council can borrow capital at low rates from the Public Works Loan Board (PWLB), fixed for the life of the loan. Position Paper: A response to Telereal Trillium’s first draft Masterplan proposals for the WYE3 site Rev.6


This paper sets out the considered response of the Wye Village Design Group (VDG) to Telereal Trilliam's (TT'S) first draft WYE3 Masterplan proposals, presented on 7th September 2017.

The VDG is a voluntary interest group and was previously the author of The Wye Village Design Statement. It comprises design professionals in Architecture, Urban and Village Design, Landscape Design, Town Planning and Historic Buildings. All members of the group live or work in Wye.

The VDG's opinions are independent of those of the Parish Council, but we are aligned in our aspirations to achieve the best outcomes for the village and parish.


The Masterplan for WYE3 will be almost as important a document and piece of work as the NP itself, such is the proportionate size of the site compared to the village. The development of WYE3 will realise the most extensive and rapid growth of the village for 60 years.

Wye VDG have therefore taken time to prepare this position paper on the first draft of TT's proposals. We support some parts of the draft Masterplan, we are very critical of other parts that we feel must be changed. In several key areas, including overall housing numbers, the draft plan is in contravention of the adopted Neighbourhood Plan, that is the local development plan for Wye Parish.

Nevertheless, to help steer the plan in a better direction, we have provided this comprehensive feedback and also offered creative and positive ideas to improve the Masterplan. These ideas should be understood within the parameters and guidance set by the Neighbourhood Plan and NPPF.

We trust this paper is helpful to Wye PC, to ABC and to the landowner/developer Telereal Trillium and that it will help facilitate a substantial further iteration and improvement of the Masterplan. The VDG will continue to offer feedback on WYE3 and its interrelated issues. This we hope will be to the benefit of all parties concerned, but most of all to the people of Wye Parish.
